It should be Murtha, for obvious reasons . He was the one leading the chrage that the re-deployment of iraqi troops must happen , and took a ridiculous amount of grief, despite the Bushies finally seeing thigs his way.
However Steny Hoyer has been a tireless worker for the dems, in fundraising and campaigning.
He came very close to beating Pelosi to be come minority whip in 2001. Pelosi supports Murtha, but would that bite her in the ass if she snubs her old rival?

Murtha made some in-party enemies last year by blocking Democrat efforts to alter the ethics rules.

But in the real world, Hoyer's earned it. However, Murtha is a great attack dog and will probably get it because he'll be more agressive than Hoyer.
