It should be Murtha, for obvious reasons . He was the one leading the chrage that the re-deployment of iraqi troops must happen , and took a ridiculous amount of grief, despite the Bushies finally seeing thigs his way.
However Steny Hoyer has been a tireless worker for the dems, in fundraising and campaigning.
He came very close to beating Pelosi to be come minority whip in 2001. Pelosi supports Murtha, but would that bite her in the ass if she snubs her old rival?

The honeymoon victory is over, and now choices need to be made.Twenty-one members of the incoming freshman class have endorsed Hoyer, and he garnered 95 votes to her 118 in the 2001 race. Many of those lawmakers feel that Hoyer has earned the role of majority leader for his tireless work on campaigns and his good track record as whip.
