So I'm fairly new to the Doctor Who universe. My brother used to watch it all the time when I was a kid and I'm reaquainting myself with it. But I thought I remembered the Tardus being able to go through space and time and other universes.
Now the reason I ask is I just watched Season 2 Episode 12 and 13. Where Rose is trapped on the Cyberman Earth, and the Doctor can never see her again, and I'm stuck wondering can't the Doctor take the Tardus and meet her at the other Earth?

They made up a in show reason, didn't give a very detailed explanation of it, and kinda moved on.

Spoilers:
The TARDIS is a time machine, so it is not generally equipped for traveling between realities. Further, the big problem during the finale was that all the tinkering between realities had caused the wall between them to become porous, and unless it was stopped permanently, there would be a terrible risk of everything getting sucked into the same void that ends up devouring the Cybermen and the Daleks.
My understanding is that the weakness cannot be repaired, it can only be exacerbated, and therefore it is simply too reckless for the Doctor (or anyone else) to try and go through again.
