Hell yea. He's probably in the Top 50 for all-time villains.

But Dark Phoenix is in the Top 10.

One more villain with tremendous potential.

Bane- He's incredibly strong, fast, and brilliant. It's a great and rare combination.
    Sincerely,

Dr. Doom - the greatest villain of all time, IMO.

Mr. Sinister - a joke now, but like what pointed out before he used to be incredible as a villain

Bullseye - I love when he's not portrayed as a complete psycho and actually given some depth. Gruenwald, Bendis, Brubaker, and Way have all handled him masterfully

Morlun - easily my favorite new villain of the past decade, JMS made a pretty generic concept interesting

Magneto - I haven't considered him a true villain since I entered double digits of age, but I guess he should be on here

Nimrod - he has one of the coolest designs in robot history

Mirror Master - there should be a law Grant Morrison has to write an ongoing series with him

.... that's all I can think of off the top of my head.
Wii Friend Code: I haven't turned on my Wii since May 17, 2008. One of the worst consoles I've ever owned, and I had a Jaguar.

    Doom is badass.

Thanos is great. He's like a mix between Doom and Ultron.

Ultron is so cold and calculating. Unlimited was great.

Zemo's cool, but his overexposure in Thunderbolts made me sick of him.
Purple Man is in Omega Flight? Is this book ongoing? Who else is in the book? When is it coming out? Also, I agree with you about Osborn. I don't think there's ANYTHING any writer, no matter how talented they are, could do to make Norman any more of a THREAT to Peter Parker. This guy has done everything from kill Gwen Stacy, to kidnap his Aunt, kill Bein Reilly, put Flash into a coma, and possibly murder his CHILD.

Everyon'es already covered my picks, so I'll pull up a less known favorite villain of mine:

David Xanatos from Gargoyles was pretty badass. Kind of a different, very cool take on the stereotypical "evil businessman" we see so much of lately.

Nobody mentioned the Evil Doctor from The Authority yet?

Going back in time, raping the Engineer while she's a young girl and then mocking her all in the middle of a fight?

Disgusting, yet that's the point aint it.

    Comic books:

    Magneto
    Shredder
Mr. Sinister, until, well, you know.
    Alex Wilder
    Norman Osborne
The Purple Man (written by Bendis)
Vulcan (although that might be an unpopular choice)
The Scarecrow/The Riddler-- I like their visuals

    Non-comics:

    LeChuck
    Tracy Flick

Doctor Octopus: He's the Peter Parker gone bad. The flip side of Peter Parker. Spidey's greatest nemesis IMO. He may not have killed Gwen Stacy, but Ock has been menacing Spidey from the get go. And is still going strong.

The Joker: The chaos to the order that Batman tries to maintain in Gotham. The Joker has done more evil to Batman and Gotham city more than any other villain. Bar none.

Magneto: The ying to Xavier's Yang. I think if we were all mutants, we could relate to Magneto in some way. He's only fighting for his own kind, albeit he's choosing the wrong tactics in doing so. And that's what makes him a great villain.

Deathstroke, by far. He's a rogue Captain America.

Second would be The Demon, Etrigan. Just the fact that he rhymes (most of the time) just cranks up the badass factor by a few notches.

Then it would be Lobo, because it's gratuitous violence, mayhem and carnage in an over-the-top way and that's why I love him.

EDIT: I almost forgot The Saint of Killers.

    Spoilers:

"I'm an adephi. I'm...one of the host...of angels. I never even thought about sinning. I did everything I was told and...I never complained...and now it ends here in this black pit in the ground with my - my brains blown out.

What do you call that, eh? What do you call thaaaaaaa...."

Saint of Killers: " A good start."
