    i kind of like the tragic figures like magneto, vegita, juggernaut etc. but i can't really call them villans either. That being said, herre are the best i could come up with (and i'm assuming you mean fictional);

    Joker-in the right hands the best villan ever created
    Scarecrow (dc)-so much potential
    Starscream-come on he's fucking classic
    Loki (marvel)

    My favorite villians depends on the medium they're in, for instance I love Luthor, Killer Frost, Joker and Darkseid from JLU. I love Mystique period. I like Magneto better than a lot of heroes.

    Mysterio has always seemed like a particularily good villian. I love the way he messes with Peter's head.
    The original Hobgoblin was prety badass too.

    Doctor Doom/ Magneto/ Joker/ Lex Luthor- I've gotta go with the big 4, especially after the great things they've done with Luthor in All-Star Superman.

    Dark Phoenix- What other villain has done so much damage in three issues?

    The Villain from Watchmen- Don't want to spoil it for those of you who haven't read Watchmen (why the hell not?) but his manipulations earn him a spot on the list.)

    The Kingpin- Great Spider-Man villain who becomes one of the best villains ever when Miller uses him in Daredevil.

    The Lizard- I love the visual, his strange powers, and the reason Spider-Man can't fight too hard against him.

    Herr Starr- See "Preacher". No villain's as nasty.

    And villains I believe have potential....

    Chameleon- There's tremendous potential in a character who can complicate any situation.

    Fusion (the Paul Jenkins Spider-Man villain)- I love his motivations, and his abilities (even if they're a ripoff of the great X-villain Mastermind.)

    Carnage- One of the most dangerous villains in the Marvel Universe. They should do a three part Maximum Carnage type tale, except you know, good.

    The Spot- He can kill anyone, and get anyone out of prison. The ability to go anywhere is very underutilized.

    Sabertooth- This is weird, but he's a famous villain who's been in a handful of great X-Men stories (Mutant Massacre, a Classic X-Men back-up, and that may be it.) I'm really looking forward to what Loeb does with the character.

    The interest I have in a villian depends much more on how they are written than my interest in a hero. But here's my list anyway:

    Hydra

    The Hand

    Magneto

    Kingpin

    Deathstroke

    Normal stupid people.

    While Protues didn't cause nearly as much damage he was still bad ass for only being in 3 issues.
