To take a different approach from the poster who asked who are your favorite heroes. And hey, the villians are always cooler. Mine, in no partciular order:
# Darth Vader
#The Joker- At least when he wasn't overexposed.
# Doctor Doom
# Bullseye
# Doctor Octopus
# Venom
# The Chameleon- written by J.M Dematties and or Paul Jenkins, but DeMatties mostly.
# Magneto- From Fatal Attractions , X-Men #1-3, and House of M.
# Ultron
# The Hobgoblin- I loved the Jason Macendale version. The character was originally conceived to be Roderick Kingsley. The mystery was created by Roger Stern, who was one of Spideys best writers in the characters long career. I might buy Spider-Girl just for the Hobgoblin.
# The Taskmaster- Cool but underused.
# Ras Al Ghul- I'll buy anything I could find with him.
# Clayface
# Scarecrow
# The Riddler
# The Grim Reaper- the sometimes Avengers villian.
# Graviton- Pretty cool.
# Thanos
# Darkseid- Jack Kirby, most imaginative man in comics.

Before he was over utilized to the point of ridiculousness, Mr. Sinister was one of my favorites. From the whole 'Maddy Pryor' thing (that blew my fucking mind during the Inferno crossover) to the story where Scott and Jean traveled back in time to the 1800's where you could see him as a very different person, he was the fucking man, baby!
That guy could do anything.
Magneto,Thanos,Red Skull and of course Dr.Doom.
Oh, I forgot to add in
#Mephisto
#Blackheart- Although I think he's dead.
#Despero
# Lex Luthor
#Brainiac- the underutilized Superman villian.
# The Grandmaster- Not really a villian, but a favorite of mine. Ditto for the Elders of the Universe.
# The Red Skull
# Doomsday
Hoaxster, Dr. Pangea
The Claw from Inspector Gadget!
Hitler
Oh shit, i almost forgot about my all-time favorite HERR STARR.
