Simple way to convert a Photo to Comic look, or Waking Life/Scanner?

Is there an easy way to convert a digital photo to a comic-book-y look, or that animated/Rotoscoped Scanner Darkly look?

Ok, I've got a tutorial in a brit photoshop magazine. Start by downloading a free PS effect called COMIX at this site:

navigate to Photoshop>Actions>Image Effects>Comix

If you want, I can scan the magazine and send it to you (that's of course if somebody like Maleev doesn't give you a great link to something better).
