This is something that I felt needed to be addressed since I moved here. It's been illegal in NYC for a couple of years now. I'm glad to see Cali follow suit.

This needs to follow nationally. I know many states have forms of it, like here in MN I think they recently passed a law where you can't be pulled over for talking on a cellphone when driving, but if you were pulled over for something else or invoolved in an accident because of one the fine is larger or something.

I still think a lot of people have cell phones just to have them, and they don't really need them.
People that need them to conduct business have a purpose for them. Mostly, if I see someone on a cell phone, the gist of their conversation is A: Gossip. B: chit-chat. C: Lazy, useless shit like "hey! I'm at the store, you want some chips? What kind?"
