Making outragous claims is actually a very sound strategy when you are an underdog or an unknown.

It gains attention, makes headlines. Everyone knows this would never pass. He knows it. But it establishes his name and gets people who are also stringly against abortion, violence in media and poor nutrition (in this case) behind him. It establishes him as a 'hardliner' and willing to fight the good fight.
