Yes they did, but Christian fundamentalist groups have somehow managed to keep it from being released due to the fact that they think kids will be more sexually active. I ranted on this for a week straight when I read about it.
There is allegedly also an HIV vaccine that's either finished or near-finished with the same setback.
My understanding was that the primary objection of conservative groups was how it was administered. Most health care professionals and people in the know want to make it a mandatory vaccination for girls when they hit puberty. Conservative groups want to make it something you have to seek out. As far as I know, there's no movement to stop the release of the vaccine altogether.
I haven't heard anything about that.
