Although this might, on the surface, seem to be totally about government/police apathy and overreaction (banning protesters I mean), if you read into the story a bit, the conflict is actually at least SLIGHTLY more complicated than that. On one hand, the area seems to have a pretty frightening problem with gang rapes. On the other hand, there seems to be a call for the law to be changed so rapists are put on fast track trials and then hung. Yes, I said "hung". Someone on one level many of us would say "good, I agree" to, with rape, but I can perhaps see the cause of official fears about lynch mobs.

Sounds like a real mess--where rightful outrage is turning uncontrollable and creating its own set of problems.
