Circumcision should not be carried out on a child unless medically necessary. It's his body, let him make the decision later in life when he can both grasp the implications and give consent. Religious beliefs should not override bodily integrity.
But those parents are making a fundamental, irreversible choice about another person's body. Yes, it's their child but that child shouldn't be subject to surgical alteration if not medically necessary. If religion weren't in the equation, nor the cultural stigma that's built up around being UNcircumcised (in the US in particular) as a result of religion, I doubt anyone would think it a good idea to chop a piece of their sons' dicks off without medical cause.
