This is Talon. Didio himself stated this is a completely new character. This is not a redesign or anything of the like from the golden age, where everybody was seemingly white and male.
And then they go and create a completely new character, from scratch, giving them their own book, and what happens? White male. I am sorry, there is no excuse. Any statement of DC's about how they're mindful of their race- and gender-imbalance rings hollow and as a bald-faced lie to me now, to be honest.
Unless you completely surprise me and this is a female-to-male transgender protagonist (hero?), I won't give a crap about anything you say about gender or race anymore.

The interesting part of Snyder's interview is that they *asked* for a Talon spin-off. Apparently, when the character is a girl with an incredibly similar background of being trained as an assassin and escaping from an evil society, well, she's just too duplicative.

So, you're basing this on a small picture posted at Bleeding Cool? What else do you know about the character? Is he one of the characters that debuted in the Night of Owls books or someone completely new? Do you even know?
I have a sneaking suspicion that he might be the Talon might be William Cobb. He was the main Owl antagonist. If so, he's the great-grandfather of Dick Grayson.
This is just speculation on my part. I could be totally wrong. Then again, your frothing anger could be totally misplaced too.
You don't like Hack/Slash? I admittedly haven't read too much about it, but it's got a female main protagonist that is lesbian and that actually gets beaten up realistically while fighting baddies. That seems actually pretty cool to me (haven't been able to keep up to date because stuff apart from Marvel and DC is kinda hard to get in Germany, nevermind India).
What surprises me is that the comic book industry seems totally unaware of their readership. When I went to my lcs (before Lord J swept me away!), half of the guys in there were non-white. When I went to WWPhilly last year, a good portion of the attendees were non-white. Sure, there's still a goodly amount of white fanboys out there, but just look around these forums - I think at least half of the people who post here and on the benbo are non-white. Same goes for female readers, though as a female reader I admit that I do prefer male characters, so I can't whine about a lack of female representation.
(I suppose the bottom line is that the industry is packed full of white males, so until the creator demographics change, there's little chance of seeing major changes in the character demographics.)
