That article is has a copyright date of 2008, so I'm assuming it probably hasn't been updated and is 4 years old, and it sounds somewhat behind the curve.
Most top shelf designers I work with are pretty well versed in not only color theory as it relates to the design process, a good number of them have a surprising degree of knowledge about the printing process itself. Even amongst those with a lesser degree of knowledge I get the feeling that there's a realization that it doesn't have to be a subject left entirely up to the high priests at the printing plant and that the more knowledge you have the more control you can exercise and the more intelligently you can address any problem areas.
