I think it's Phantom Stranger sans hat and Jim Corrigan, host of the Spectre. My guess on the robotic body is Hank Henshaw/Cyborg Superman.
And that's about all the time I plan to spend on this crossover.

Phantom Stranger, however, has always been shown with white temples below his hat line.
If this is a "Trinity of Sin" and one of them is Pandora then I'm thinking the others are probably figures from myth as well which were responsible for horrible things happening to people because of their actions.
