    Easy and often. The population demographic you listed is not a representative sample of the people who vote especially in Wisconsin. The reason why certain neighborhoods look like a third world warzone is because the majority of the adult population are either barred or chose not to vote and people whose voting block is much larger than their populational numbers is the same reason why people over 65 get a free monthly check, healthcare and all kinds of discounts. I don't like it but that 28.5 percent you mentioned is going to be a fuck lot higher on election days and those other numbers will be a whole lot lower and Walker can still win this thing because as an ellected offical he knows that no matter how often and loud you may bitch if you don't vote you don't count.
