just because you have 4 leads does not mean you need all of them in every action scene.
just look at Smallville, several action leads but very few action scenes that had more then just Clark in them

Eh, maybe so. But that sounds really unsatisfying to not have the other ones in action regularly.

Regardless, I think it would undermine Ollie's specialness to show three other archers almost as good as him right from the start. It's one thing to have them all running around in a world full of superheroes. But another thing entirely to have them be the core of a team show, with a pretty much identical power set. Fleshing them all out at once would leave very little time for the antagonists.
