well, i feel there are a few that could hold that title.
the joker - because he doesn't really seem to have any rhyme or reason, he is just a bastard.
lex luther - he is the worlds most talented and brillaint man, but as long as superman is around he can never achieve his full potential. there is no limited to what he can do.
john sublime - he is a new and underused x-villain, and one of my favorites. it seems like he pulls everyone's strings. he manipulated sinister, and manipulated the people who sinister thought he was manipulating.

All the Batman Rogues- but Clayface, the Scarecrow, Poison Ivy, Killer Croc, and Mad Hatter in particular.
Black Adam- Like I siad in your other thread, he is just deep. More of an antihero.
Magneto- the evil self righteous bastard version
All the villians that are more ambiguos. Less evil and more just sorta dicks. That includes most of the more sreet thug and c-list villians.
i am sorry, but i hate michael jackson jokes. they are so easy to make, none of them are witty, they all have the same punch line, and it shows no sense of humor.
