That does seem to happen with many artists, although not always (Art Adams pops into mind immediately).
Romita's pencils have always (or at least since he developed his distinctive style in the late 80s) left a lot of interpretation for whoever is inking him. With that specific example from The Eternals, even if Romita's pencils were sketchy, that wasn't the case after Miki was done with them. Miki added quite a bit to the rendering on that book (the only other inkers I've seen being as precise and controlled with the linework on Romita's pencils are Mark Morales and Scott Williams). And, again, that's really not a good scan.
