That does look like a text book example of douchebag hair. You can almost see him at the prep school he must have attended.

That's not a cop in front of him, it's one of his...employees in costume. And he's not been getting his cut of the profits.
I think he was trying to call a time out, but then got lost in the police officer's eyes.

I think it's the quirked eyebrows and the pout that's trying to hide a smirk, his lower lids are pushed up like someone who's fighting a smile.
