You can read it that way but I don't think doing so is right.
It's taking one of the attributes of the Emo Stereotype (self-harm) and applying it to a fictional character called Superman.
It is making fun of Superman, it is making fun of Superman: Earth 1 as portrayed by the press coverage who use the lazy term "emo" to describe the portrayal.
It is not making fun of a real person self-harming and to say that it is really does stretch it to the point of complaining for complaining's sake. In fact almost putting into the Fox News category.
Of course that's just my opinion.

As a non-cutter myself I never made the connection from this cartoon to those that do until you pointed it out. It never crossed my mind that it was making fun of those that do.
I suspect too that CAD never intended to offend those who do self-harm.
But then as much humour involves the mocking of someone it is very hard to find humour that won't offend someone, somewhere.
BTW, I'm glad to see the "former" in your sentence.
