Economists, maybe.
I would tend to think either Business people or Soldiers make the best leaders but when you look at a list of US Presidents there are an overwhelming amount of lawyers on there:

A lot of modern politicians aren't lawyers who decided to go into politics, but rather aspiring politicians who became lawyers to advance their political careers.

Well.. I do think it's useful to have a thorough understanding of the laws you are suppose to be upholding. Having a law degree could help one interpret the old laws correctly and see through obtuse language in the new laws.

I'm not sure there's a correlation between occupation and ability to lead.
