When you make a transaction? Because I made a charge on my iPad and even though the card wasn't authorized I think I found a charge of 2.00 on my debit card. Does apple do this sort of thing even when a card doesn't go through or is it just my bank?
In the 5+ yrs I've used the iTunes music store Apple's never charged me for something I didn't buy. Maybe you can check your recent purchases in iTunes account and see what the charge was for?

Sorry dude, no idea. Maybe it'll get reversed. Sometimes they charge you $1-2 just to check if the card is legit before going through with the full transaction. If you know for sure that its from Apple and if it hasn't been reversed after a few days then you should bring it up with your bank.

Earlier this year, I found out that my debit card number had been stolen because someone charged $1 to it from the iTunes store. This is a method that identity thieves sometimes use to determine if a number is "good" i.e. still active. It was flagged immediately on my account because I never use my debit card with the iTunes store (it's not even registered on my account), but if the card does see some legitimate purchases from the store it may not be flagged automatically.
The answer to any question that begins "does Apple charge" is "yes."
