General consensus is that it's the water. Most Tampa pizza is "NY style", in that it's mostly transplanted New Yorkers down here. Problem is, no one can quite get it right. There was a place about 25 minutes north of the city that used to ship in NY water and had it down pat - but closed down due to the expenses inherent in shipping fuck tons of water 1,700 miles.
That and most places down here can't get sausage right.
