At first I thought this show was going to be painfully earnest and Seagal was going to take himself way too seriously.
But now after seeing extended bits of it, it's clear that Seagal is in on the joke. He knows what people watching this show are expecting. Hence the goofy elements.

i like how all his partners are heavy set so that he doesn't look too out of shape compared to the rest of his team.

Against better judgement, I got the eps on the tivo, probably give them a watch this weekend.
I caught this last night.
I like how they teamed him up with old fat cops to make him appear in better shape.
I like how that plan failed even more.
