Nope, they want us to think this other dude is the Governor but in reality we find out Merle is really the Governor. It really makes WAY more sense, and it adds an element to the show.

that'd be pretty cool.

but i think if they did that, they'd be taking two pretty cool situations for the show and making it only one. We've got the "Merle is back storyline" and the "governor storyline" only to put it into one. They need a bit more variety next season so they don't run into the problem they had in season 2, which was everything just happening on the farm.
