I have..gotten quite a few interviews from it and one job. I just send an email with a short introduction and then attach my resume.
Do I just say "Hey, I'm interested?" if they don't ask for a resume?
It's just for a $15 a post writing job for a local tech blog, but still. I'm new to the whole craigslist thing (that is, responding to jobs.)

I do all the time.
What I do is copy the e-mail address -- it's usually something job-494949494@craigslist.org, (that is, if the post hasn't described an alternate way of contact such as a phone or FAX number). Then I write an e-mail to them; the body of the e-mail is an adjusted cover letter for my resume and the resume itself is the attachment. I received responses much faster with Craigslist than with stuff like Careerbuilder or Yahoo Hot Jobs.
Good luck.
I have gotten a job and several interviews from it. Actually two IT jobs in the same industry now that I think about it. Treat it like any other job posting.
