Bush is a total lameduck right now, so there's no reason to pull the old "homelessness on the rise" criticism out against him in the press any more.

I'm assuming the decrease in hobo population has something to do with Cheney's unquechable thirst for hobo blood and his growing collection of bindles?

Katrina happened in 2005...he increased homelessness by not getting the Army Corps of Engineers to fix the levees as he was told needed to be done in that infamous videotaped conference.
