Carol Danvers seemed pretty cavalier about Cap when she confronted Jessica Drew. There should be HUGE repercussions and reactions among the superhuman community for a thing like this. I mean, c'mon, he's Captain America, as far as the reaction to him dying, it should similiar in scale to Superman's death.

Maybe his actions during Civil War really damaged his reputation among a lot of these people, and the comics have just failed to focus on it to date.

As far as a pardon, I don't believe he was convicted of anything. Even Kenny Boy Lay had his conviction vacated upon his death, so he would probably have a clean record at this point anyway.

Haven't gotten to read #25 yet, maybe he was convicted for all I know. Still, that would be vacated under the Lay modle.
