Anyone know why DC has never released this series in trades?

They have.

Only they release them as graphic novels, without the 'Legends of the Dark Knight Label."

They have released Venom. And Gothic. And The Cult. And there was a trade-paperback of James Robinson which contained Blades, a Poison Ivy story, and something else.

So, you're wrong, my boy.

Because the people in charge of DC UNIVERSE trades are fools?

Seriously the job interview must have a IQ test, those who pass get to work on Vertigo and Wildstorm Trades whose who don't get stuck in the DCU office.

Never fear! Seth Fisher's excellent Snow storyline is out early next year so LOTDK does get some love.
