Imagine for a moment that you own a PSP and not a Nintendo handheld of some sort, and you really want to play Advance Wars.
Field Commander is the game for you. Their design is obviously a sticky note with "Advance Wars is a great game" scrawled on it then slapped onto a PSP.
Of course, they realized they couldn't just make a straight copy, so they screwed some parts of it up so they wouldn't get the pants sued off of them. Like giving it a shitty AI that couldn't fight it's way out of a paper bag, a huge variety of "divisions" (because the group you use determines your "division powers" rather than the CO), then they added stealth versions of everything and minelaying.
Otherwise, it's almost just a search-and-replace name change of Advance Wars... so again, if you don't own a Nintendo handheld of some sort and really want to play Advance Wars... then go buy a DS and Advance Wars Dual Strike.
