I think he's thinking of werewolves. Isn't common vampire folklore that the vamp has to turn you on purpose? Or has Anne Rice just poisoned the mythological well so completely that that's what we all think these days?

Most common lore states once a person is bitten they have to drink blood to completely turn (whether or not it is blood of another vampire, particularly their sire, or a victim varies). Otherwise you're just dead.

Werewolves just have to infect a person (some say only by bite, other lore says scratching will turn a person too).

He's a vampire, writing for the vampire-supported news media in an attempt to make us non-vampires believe there are no vampires.

It's so obvious! Why can't any of you see it?!

I'd like to think that if I were turned into a vampire I'd get a cape and start spending the majority of my time counting things.

One but has to look for More information on vampires than you could ever want (http://en.wikipedia.org/wiki/Vampires).

Only the modern Anne Rice and White Wolf vampires turn other people by choice. The old vampire myths allowed for vampires to happen without a vampire attack, and only in some myths do the victims rise as vampires.

Supposedly though, to protect onesself from discovery, a vampire (or werewolf) would learn to make their kills permanent, so as not to increase the population, which would just add to the risk and competition for food. So the hypothetical 1 person bitten per month would be a death, not a new vampire, and our population can easily support those numbers.
