It's the "Amazo" cover they premiered at Baltimore, forgot about it.

DC has been known to switch the outlines in their covers. they did it with the JLA #1 cover, where they made Arsenol's bow green to fool people to thinking it was Green Arrow

Yes but that Amazo didn't have all the JLA members powers. He was from an earlier model.
