This is actually a "love hotel." Because young people live with their parents until they're married and walls are literally paper thin, love hotels offer a get away by the hour. They all have funny names and can be recognized by "hotel" written in English with something silly. The ad also says it can be used as a study room and even has karaoke.
Last week, I gave my highschool students a lecture on Engrish and used many images from the site for a slideshow. R and L is dangerous!

except that it's uber-creepy since the person saying 'i'll make love to you' appeas to be an adolescent girl.

My girlfriend loves that site. Although, I think I filled my Engrish quota playing poorly translated NES games in the 80's.
