It is possible. They are villains after all. I can't have them terrorizing and killing the people of my country. And they'd have no moral quibbles about trying to assassinate me.

What's a stop-loss?
When a military unit is preparing to deploy, they might issue stop-loss orders which would keep soldiers in that are supposed to get out prior to the deployment. With a lot of units being rather undermanned and recruiters not meeting their quotas, this tends to happen a lot, especially within the infantry.
