I don't know. I was wondering the same thing, though. I don't think that's Brainiac. They called him by another name (don't remember what, though). Could he have been of the same race as Brainiac 5?

The present-day Brainiac who's in L.E.G.I.O.N. is called Vril Dox, but he's the same race as Brainiac 5.

Vril Dox is an ancestor of Brainiac 5.0

Also, there was originally a L.E.G.I.O.N. member named Phase. This was one of Tinya Wazzo (Apparition, from LoSH)...one of her three bodies (the third is still missing).

Also, M'Onel served alongside L.E.G.I.O.N. as Valor...before he was sent into the 30th Century.
