so...if a co worker is having a baby and has a baby event of some kind I can rationalize giving a gift...BUT
what if a co-worker's daughter who you don't know is having a baby...do you feel obligated to give a gift?

No. No obligation there. If you WANT to give a gift, sure. But noobligation.
I don't even think there's an obligation to give a gift if a co-worker is having a baby.

You are never ever obligated to give a gift to anybody. That's what makes it a gift. If it's required, then it's more like taxes.
