Why is it that when you scratch a cat right where its tail connects to its butt (on it's back, not the underside) the cat gets all orgasmic and wonky? They get this weird look in their eyes and their mouths start to go bonkers. Any cat experts in the house?

Dogs do the same thing. Scratch your cat anywhere there's bone. Like shoulder blades, spine, that tail part. They'll do that. It just really feels good to them I guess.
