Can I set up a Mailing list in Hotmail?

When somebody has "send an email to whatever@whatever.com with "Add me to your Mailing List" in the subject Line, is there a way that's set up to be a mailing list or do you just save the contact's email in a list and then send out the newsletter or whatever to the whole list?

that's complicated sounding. Is there an automated newsletter/mailing list thing?
