a mac mini should clear the minimum requirements for ilife 05 (I'm pretty sure it comes free if you buy any mac new)

until then, on pc you could try fruityloops, reason, sonar, or any sequencing programs that support softsynths of some sort.

you could also actually buy a drum machine. a roland tr 505 is mad ghetto, but only goes for about 40 clams on ebay

This program has been around forever. One of the first drum sequencers around, i think it even ran on Windows 3.1 way back then. Any way, looks like they've updated it. It's freeware. Knock yerself out.
