Maybe I'm jumping to conclusions but that's what it looks like to me.

edit - it's seeing them hug on page 11 and then the cut to her at his bed on page 13 that made me think they were in a relationship

I see what you are referring to now. But I think, knmowing what we know of Colossus, it is a stretch to consider them having slept together considering Storm is still fully dressed and what we already know of Colossus.

See, now, that reads to me (without knowing what else is going on in Ultimate X-Men or having read the issue up to that point) more like Storm is giving Peter permission to break out of whatever prison he's in. He's clearly capable of doing it, so the only thing that's really keeping him there is his self-control.

I think it was more that when he was locked up he stayed in his metal form. When Storm came to get him, he was able to let his guard down and finally sleep and not have to keep his metal form up. I get how it could look like they just slept together, but I think the look that Storm gave him was a look of happiness that he's back and has some peace, not that they just had sex.
