I am currently writing a comic and am looking for someone to do the art work.

Apart from Ronin studios, where else can I go to find aspiring artists?

Otherwise, I'd suggest Penciljack or Digital Webbing.

And Deviant Art. Little more indirect than PencilJack or Digital Webbing but a great place to find semi-pros and pros.

1. Not here.

2. With money. How much depends greatly on how good they are and how much time it will take them. Ask them for their rate and, if you feel it's too high, see if you can haggle. The worst they'll say is no.
