Looking at Captain America in the Liefeld days and now, I'm pretty sure he reduced.

That would be the worst plot-line ever.

"Wonder Woman's getting prepped for her breast augmentation surgery and no...OH NO! Cheetah's attacking the city! And we've already applied anesthetic!"

No, but back around 1993 I worked in a comic shop where the owner's 13 year old daughter had it done. She had 20 year olds hitting on her when she was 11.
