In what way? That Jim doesn't think Luke Cage is the leader?

In the way that it's not been noted in anyway or hinted at that Captain America has assumed leadership of The New Avengers yet.
He can say thats just his opinion if he wants. Although theres nothing to indicate a leadership change in the team right now especially considering Cap has largely been in the background aside from his speech about welcoming them into his home. Jim would need to know whats going on in books like New Avengers while writing his mini, I won't be surprised if he just let something slip.

Dan Slott also showed New Cap functioning as NA leader in his first issue of MIGHTY AVENGERS.
I don't think the NA have a clearly defined "leader" at this point. Luke has been leading the team post-Civil War, but now they have Clint, Carol and New Cap as well as Luke, who can all step into the leadership role depending on the situation. Actually, out of those 4 possible leaders, New Cap is really the least qualified. I know people are used to seeing "Captain America" as leader of the Avengers--but in this case, Cap is the newbie member.

Clint's been named the official leader but this takes place before the latest New Avengers arc I believe.
