It's alternately the greatest and the worst site on the internet, all at the same time.
It's just a dumping ground for silly pictures and images. Some of the various /whatever/ sections easily become dumping grounds for copious amounts of porn, but some of the stuff on /b/ and /gif/ are quite hilarious.

I too am curious about this 12chan.
EDIT:
12chan is the only *chan board to ever admit what everyone is really going to the *chan boards for- Jailbait pictures and Copypasta/Stories. With that, 12chan is filled with "banned" 4chan material (Jailbait, questions about TOR links, etc), and basically exists only to promote their /girl/ and /jb/ boards, which is fucking awesome. Sites back up, no an heroing.
