Who do you think should be the new Cap?

First, this thread isn't about who you think it will be, the question is, who do you think it should be? My choice? Clint Barton.

Why? Well, no other character has ever had quite the relationship with Cap that Clint did. They fought, they argued, and even made fun of one another, but there was nothing but the utmost respect between them. Clint is a natural born leader, from his stints with the West Coast Avengers, to the Thunderbolts. He's without an identity, and he'll be looking to settle some scores once he finds out about the Civil War. Plus, he even looks like Cap.

What I think would be a good story is Iron man picks a new cap, gives him the shield, and sends him out to pick up unregistered heroes, perverting what rogers fought for. The Winter Soldier, the falcon, and Agent 13, have an obvious problem with the perversion of steve's memory. They take the new cap out, grab the shield, and Bucky, who at the beginning of the story would be against the idea of being the new cap, would be convinced that he has to take up the mantle. Then, as a character, Bucky will be about living up to the standards set by Steve.
