not necessarily. Anatomically breast tissue and nipples are vertically right above the feet. When you're developing early on in the womb there are actually two lines that run from the tail to the head called mammary ridges. Usually these ridges degenerate into small dots (that eventually become the nipples). I suppose if a part of one of the ridges near the tail failed to degenerate it might get pushed out with the developing leg-bud and get stuck somewhere on the foot.

Though that's all hypothetical. I've never actually heard of a supernumary nipple developing any lower than the abdomen. Though I'm not exactly an expert on the subject either. :)
