Just about always, when it's necessary. These guys aren't superheroes. They're pretty hardcore.

They had an entire galactic empire on their asses. They were like five people. Of course they killed some Skrulls. They had to.

I think, if you consider Tony's actions during GS with the Supreme Intelligence or other times dealing with aliens or Charles at any given time(hell from when he mind wiped Erik) or Doctor Strange over the course of his comic book existence. That the actions they took are really in character all the way.
They don't set out to kill. But collatoral damage happens. I'm pretty sure they felt reeeeeeeeeeeeally bad about is off panel.
Actually, the panel immediately after does show them feeling bad about it. Except for Namor, of course, who felt really good about it.

One thing that a couple people seem to be forgetting, is the Disney World sized EGOS of these men, especially Chuck, Tony, Namor, and to some extent Reed. They had absolutely no intent of killing ANYONE, they honestly believed that all they had to do was to say "No. Bad Skrulls. Baaaaaaad Skrulls!" they would roll over and play dead, and then they'd be on their merry way. They thought the threat would be enough, a show of force was plan B, but in their minds, plan A and plan B were like 25 letters apart.

It took alot for Xaviar to mindwipe Magneto and even then the guilt was so bad he created Onslaught.

Charles is a former soldier. Has fought in war. Understands life and death and as someone has said probably did not think things would go the route they did. Above killing for survival? Nope. Same goes with Reed and his ability to think situations out. I'm pretty sure he knew there were no alternatives.
To say they condoned it is wrong though. They didn't roll out the bed on some "Dude... lets kill some scrulls" they went to protect our planet and things went all crazy.

Does Black Bolt condone killing? I don't know that I've actually seen him condone it. Obviously he can't talk without killing but he does do sign language with Medusa.
